![]() Potential financial sources for investments to up-grade Estonian industry (CP, BAT) to meet environmental requirements of the European Union.The following review on potential financial sources for investments to up-grade Estonian industry to EU requirements will focus on possibilities within Estonia, on international arena and by bilateral donors.
It is recommended that enterprises consult at first with the Technology Bureau (former IPPC office) within the MoE, which coordinates the work with IPPC enterpises.

BILATERAL FUNDING:Direct links to bilateral institutions or embassies are provided. This enables enterprises to learn more about the different projects of these institutions/ countries and to contact them directly, though it is recommended that enterprises consult at first with the Technology Bureau within the Ministry of Environment, which co-ordinates the work with IPPC enterprises. Bilateral programmes generally are co-ordinated by: The biggest bilateral donors in Estonia have been Denmark, Finland, Sweden and USA. Projects financed by bilateral sources belong under bigger programmes agreed between Estonia and a donor country. Usually the support takes the form of investment projects or technical assistance projects or a combination of the two. In all cases the donors strongly prefer their own experts and exporters or joint ventures. Generally, the private enterprises might get funding under pilot studies to launch the implementation of the programmes agreed between countries and to build up the local expertise.
